Rules of games: include or exclude?

In this point I am not quite sure: do the rules belong here or not? I do not mean descriptions of games with pictures etc. - this would be an article for Wikipedia. But if somebody wants to bring here only a text, say some 20 points about a game (1. to go is allowed, 2. to run is not, 3. do not turn to the left...). We had this problem on en.ws a little while ago. It is held by the active users that rules of games really are not all that helpful here (we hold that there are potential copyright problems going on or that they aren't source texts) but other one-time users argue otherwise.
